Abstract

This essay engages the debate concerning the possibility of creating a single union for African states, and prescribes the federal option based on theoretical and practical insights from the literature and practice of federalism. The paper’s original contribution lies in its proposal for an asymmetrical federal system that allows for diversity within a multi-layered system of governance, strengthened by a continental civil society that rejects executive tyranny while supporting common continental values.
