Abstract
Development is a right for all and not the privilege of a selected few. Every country strives after development, in order to improve the well being of the citizens. The fact is that underdevelopment and illiteracy go hand in glove. Education is therefore necessary for a man to achieve fullness in life and also contribute towards national development. But the formal system of education, cannot adequately provide all education needed by man for self-fulfillment. Adult and non-formal education which is part of lifelong learning is necessary for a man to achieve his full potentials in life.Therefore, it is necessary that Nigeria should heighten efforts towards adult and non-formal education in order to enable the citizens achieve self-fulfillment and fullness during the twentyfirst century, otherwise, our educational efforts would amount to taking one step forward through
formal school system and two-steps backward through the non-implementation of adequate and relevant adult and non –formal educational programmes.
