INTERNALLY DISPLACED PERSONS: A QUESTION OF GOVERNANCE FAILURE?

Abstract
The subject of internally displaced persons (IDPs) has become a social phenomenon demanding great attention and solution today. This displacement of people from their habitual residence as a result of armed conflict, violence and natural disaster which is not only worrisome but put to question the role of governance in providing security to protect life and property. Consequently, in order to dissect properly this problem, a conceptual approach is adopted as the methodology. Therefore, the paper used the state fragility theory to explain the phenomena, IDPs and governance in North East Nigeria to show the failure and weakness of the Nigerian state in ensuring security and practical control over her vast territories in North East region which has been threatened by the Boko Haram insurgency, communal crisis and natural disaster. The findings of the paper show that internally displaced persons are a result of loss of state control by government to secure its environment. Hence it, it is recommended that government needs to do more in terms of its intelligence gathering methods, de-radicalization program for the youth, education and provision of infrastructure to reduce violence prone situations in the state.
