Development projects are vital to political and social economic growth of Africa which consists of some of the poorest countries in the world. To accomplish the objectives of the numerous projects embarked upon at the various levels, project planning and implementation are essential. Efforts made in this regard in Nigeria have been characterized by the weak implementation with little or no impacton the ground. Through the use of questionaire, interview and direct observation, it as observed that inadequate awareness, funds, mobility, manpower, enabling environment, and limited support from partner agencieswere the impediments to effective planning and implementation in Ogun State Ministry of Women Affairs and Social Development. The Ministry in additionto creating awareness of its programmesto citizens needs to intensify effort to ensure that micro-credit facilities are made available to more women to promote economic empowerment, provide mobility, adequate manpower, and enabling environment for its workers, clients and victims.
