Abstract
Although power imbalance and structural inequality exist between men and women, the role of women in development in Africa cannot be overemphasized. Women have made significant contribution in the area of agriculture and industry even though they are found mainly in the informal sector. In spite of this, women in the continent are yet to achieve their full potentials due to restrictive practices, discriminatory laws and the highly segmented labour markets. Many are yet to be fully mobilized and empowered to contribute to national development. They have been denied their rights, opportunities and voice. This makes it difficult for women to control their own lives and at the same time acts as a barrier to eradicating poverty. Many have been physically and psychologically abused but have chosen to remain silence for fear of discrimination, exploitation and stigmatization by men and the society at large. The study therefore addresses how culture of silence has undermined women development in Africa and examines the interface between culture of silence and development. The study is qualitative in nature and as such content analyses of documentations on the subject with special reference to Nigeria will be made. We conclude that the culture of silence actually undermine the level of development in Africa and call for the amendment of the legal instrument and the full implementation of laws that guarantees gender inequality.
