Abstract

Libraries and information centers are social institutions; they play a significant role enhancing the culture of reading and access to information in both digital and non-digital. Keeping this in view, the government can reach the grassroots level through these institutions. Libraries should be the focus of government development information policy plan. Right to information should be incorporated in the constitutions and laws of the country; this will enhance access and use of information as well the nation’s economic, social, and political development.
