Abstract
Why do Home and Peace remain an elusive illusion when forcibly displaced women return “home”? How does the illusion of Home contribute to the elusion of Peace? What frames exist from the literature to help us make sense of these two questions with reference to the empirical case of Liberia? This paper utilizes four analytical frames for explaining qualitative empirical evidence from fieldwork in Liberia with a view to unravelling the above questions: academic critiques of state “territoriality” policies; Cynthia Cockburn’s frame of the continuum of violence drawing on Galtung’s theory of structural violence; and Rogge and Lippman’s push-pull theory of returnee reintegration. The paper concludes that the home returnee women return to does not correspond with the Home they expect; there is an elusion of Peace as they contend with the practical realities of existence in a post-war but not post-conflict society; and that “return” may not be sustainable.
