Abstract
This essay argues that the discourse on corruption in Nigeria, while often appropriately located within the discourse on prospects for development, must not be divorced from discourse that identifies it as a critical aspect of the environment within which the political system operates and which dictates unique policy and process outcomes, in this case, democratic prospects. Situated within system theory, the paper explores the Nigerian political culture that intersects with democratic processes to limit the prospects for democratic advancement.
