Abstract
The whole world is bedeviled with one problem or the other since the end of World War II in the year 1945. It is obvious that the nation-states that are not fighting with one another have serious internal crisis. However, it is not an over statement to state that, there is no country without one conflict or the other either within or without with a neighboring state. Most states that have internal crisis that escalates to the extent of dislocating the people from their natural and traditional abode to another area for security, shelter and sustainability of life and property within the same country is regarded as Internally Displaced Persons (IDP). On the other hand where the crisis in a particular country displaced people to the extent of moving to the neighboring countries for safety and refuge is known as Refugees. The main theme of this article is to critically analyze the dichotomy between the two salient concepts as it’s applicable to the victims of the wars. And also to educate the society on the effects of the two concepts on the state concerned. The researcher recommends that, the people in the nation states with plurality of races should learn to live in harmony; the neighboring states where there is crisis or war should be there brother’s keeper and accommodate the Refugees for the time being.s
