Abstract

The costs of peace building, post-conflict reconstruction and intervention projects in Nigeria has been very huge since return to democratic governance in 1999. Annually high budgetary allocation has been made to manage the situations created in Niger Delta region. The 2018 “budget of consolidation” earmarked 489.09 billion Naira for this customary phenomenon. This study is divided into four sections and deals with conceptual issues, explanations to traditional military budgetary vis-a-viz the concepts under interrogation and the way forward on how the high cost of peace building, post-conflict reconstruction is to be reduced. This includes addressing root causes of the conflicts, through a Marshall Plan or a Molotov Plan like arrangements involving honest and conscientious foreign development partners. The study recommended that money that are annually budgeted for derivation of mineral resources and ecological disasters be stopped, if the states concerned are constitutionally empowered to manage the exploitation and exploration of their resources.
