Abstract
Security of lives and properties is the primary responsibility of government and as such the fire services are public service and constitutionally saddled with the responsibility to forestall and respond to any fire incidence in Nigeria. Ironically, this constitutional role have not been effectively executed and the resultant effect have cost many lives and properties worth billions of naira on yearly bases. The paper studied the impact of human resources management on performance of the fire services in Abia and Anambra States between 2010 - 2018. The choice of the two states were on the premise that they host the two biggest markets notably, Onitsha and Ariaria markets in South-East Nigeria. The paper adopted survey research, and population of the study were Abia and Anambra Fire services with 96 public servants. Questionnaire and interview guide were used as instruments for data collection. The response rate was 100%. Face-to-face interview were purposively conducted on the fire service directors, human resource managers, fire service commander, serving fire service personnel, retired fire service personnel, three market leaders and the public, in the two States. Quantitative data were analyzed in percentages while qualitative data were content analyzed and discussed. Findings revealed that the challenges impeding the performance of fire services in the states include, lack of adequate man power, poor infrastructure, absence of incentives, absence of welfare schemes and lack of sensitization of the public on safety measures. The paper recommended recruitment of adequate manpower, provision of infrastructure and tools, welfare packages and sensitization of the public on fire emergency.
