Abstract
The Constitution Alteration Act, 2016, signed on May 31, 2018, allowed for
independent candidates in Nigeria’s elections, unlike what was obtainable before
this period which provides that it is only through political parties that aspirants can
be sponsored as candidates during elections. However, as a result of the financial
constraints and the needed party structure to execute and obtain electoral victory,
independent candidacy becomes difficult. Political parties, therefore, being the
vehicle to participate in elections, the nature of party politics, and elections have
become highly contentious. The third-tier of government which ought to promote
democracy, lack credible platform to drive good governance. The objective of the
study is to examine the influence of party politics in third-tier governance.
Democratic-participatory theory was adopted. Findings of the study revealed that
political parties in Ogun State lack internal democracy and the interplays at this
level were transferred to local government elections. Elections were not conducted
every three years, therefore, governors appointed their surrogates in different
nomenclature to manage the councils. This has led to the operation of the local
governments as department of state government and has affected infrastructural
and social services at the grassroots. The paper concluded that internal party politics
has not translated to good governance. And also recommended that there should
be a constitutional review to accommodate number of years election should hold.
Political parties should maintain internal democracy. SIECs should be scrapped and
INEC mandated to monitor the activities of these parties and conduct local
election.
