Abstract
Attempts by Electoral Management Board (EMB) to checkmate different fraudulent practices by the politicians to achieve majoritarian democracy through inflation of voters register and subsequent multiple voting at elections have failed. The decision to introduce biometrics registrations through data capturing machine DDD in 2007 and 2011 elections have also not been able to prevent multiple registration. There were proofs of duplicated registration after the scanning of the voters register. Therefore in 2015 elections, efforts were made to introduce Smart Card Reader (SCR). The aim was to prevent multiple voting because the card is a unique identifier. This study therefore is aimed at measuring the effectiveness of the SCR in checkmating multiple voting in 2015 elections using presidential elections as unit of analysis. To achieve this objective, the paper analyzed and compared both 2011 and 2015 presidential elections results across the states of the federation. The paper adopted ex-post facto and descriptive designs. The population of study were the presidential election results across the state of federation in 2011 and 2015. Presidential elections were purposively selected because of the fact that it cut across the states of the federation and generated interest more than other elections. The secondary data collected were analyzed using descriptive statistics. The paper found out that there was reduction in the number of votes cast in 2015 presidential election results when analyzed and compared with 2011. These happened in 32 states except in Osun, Ekiti Ondo and Kwara States which recorded more votes. The reduction also occurred across and the geo-political zones The study concludes that the smart card reader was effective in check mating multiple voting in 2015 presidential election.
