Good governance, participatory political system and human capacity -development have been some of the many challenges facing Nigeria and the rest of the African continent. Lack of political will and domestic ideology guiding the process of governance and the militarisation of political process have been identified as the causes of political culture of poverty, serious human rights violation and increasing decline of human dignity. This has also created a great disconnect between government and the governed and oftentimes engenders political conflicts. It therefore becomes imperative to have a system of communication that is recognised and easily understood by the majority grass-root dwellers-. This paper examines the relevance of Indigenous Communication System (ICS) as a veritable tool for socio-political mobilisation and an integrative mechanism of the masses and the intelligentsia for national development.
