Abstract
Many countries of the world have invested considerable resources in strengthening their research systems. Many (especially the developing countries) also spend substantial amount of foreign exchange in importing fertilizer. But many of them do not address adequately the importance of providing farmers with access to good quality seed. The challenge before the developing nation therefore is to devise appropriate strategies covering seed production, distribution and pricing system. This study stresses the need to put in place a seed system, which could meet the seed requirement of a wide range of farmers, depending on individual risk tolerance capacity and resources. The study recommends a mix of strategies to achieving this objective. It also examines the relationship between the seed system and other services to farmers such as research and extension, using the Ogun state experience. To further assessed options available to policy makers in Nigeria while setting up the seed systems or modifying an existing one. Implications of each of the options were discussed.
