Abstract
The poor are not just deprived of basic resources; they lack access to information which may be vital to their lives and livelihoods. They also lack information about the market prices of the goods they produce, about health, about the structure and services of public institutions, and also about their rights. They lack political visibility and voice in the institutions and power relations that shape their lives. They lack access to knowledge, education and skills development that could improve their livelihood. Also, information about, income-earning and opportunities are far from their reach. Information Technology (IT) is a powerful tool, with an enormous potential for social impact, human development and potential to improve the lives of the people served. Information is critical to the social and economic activities that comprise the development process. Thus, ICTs, as a means of sharing information, are a link in the chain of the development process itself.
